The player “failed his medical,” according to French journalist Fabrice Hawkins and CBS Sports reported.
Everton and Monaco subsequently held discussions to alter the terms of the agreement, with the Merseyside club submitting an official sheet to the Premier League as the transfer window prepared to close.
Explaining the league rules regarding deadline extensions, journalists noted how clubs can secure more time to finish active deals.
“Premier League rules allow clubs an additional two hours to complete deals if they are already underway,” per ESPN.
While final terms were being processed, the player made a sudden decision to halt the transfer.
Detailing the dramatic final moments of the transfer window, reporters revealed that the American international made the final decision to cancel the agreement.
“It was Balogun himself who called the move off,” according to The Athletic and CBS Sports reported.
With the transfer canceled, the striker left the training facility of the English club without signing any contract.
As a consequence of the collapse, Monaco’s broader financial plans were impacted, as they had already called off the sale of midfielder Lamine Camara to Chelsea.
Everton attempted a late loan move for Manchester United striker Joshua Zirkzee as an alternative, but that inquiry was rejected.
