Bradley D. Hounsell, 44, of Oshkosh in Winnebago County, Wisconsin, was sentenced Thursday to 13 years in prison for using the internet to coerce and entice a minor in the Philippines to engage in unlawful sexual conduct, according to the Department of Justice.
Federal prosecutors said Hounsell will also serve seven years of supervised release following his prison term.
According to court documents, Hounsell used a social media platform to pay an individual in the Philippines for sexually explicit images and videos involving children.
Prosecutors said that in November 2023, the individual informed Hounsell she had access to an approximately 13-year-old girl.
Court documents stated Hounsell requested sexually suggestive images involving the child and later offered payment for additional exploitative material.
Authorities said the individual later sent Hounsell a video depicting the sexual abuse of a child after he transferred money.
Investigators recovered the video and additional evidence from Hounsell’s phone during a court-authorized search of his Wisconsin home.
The Justice Department said Hounsell had worked as a correctional officer with the Wisconsin Department of Corrections before his arrest.
The case was investigated by the FBI’s Child Exploitation Operational Unit and the FBI Milwaukee Field Office with assistance from the Winnebago County Sheriff’s Office.
Trial Attorney William G. Clayman, formerly of the Justice Department’s Child Exploitation and Obscenity Section, and Assistant U.S. Attorney Daniel R. Humble prosecuted the case.
The case was brought as part of Project Safe Childhood, a Justice Department initiative aimed at combating child sexual exploitation and abuse.
